Awful Framerate

Why is my game slowly getting worse and worse in terms of framerate? Game is virtually unplayable now, while I can run games like Rising Storm 2: Vietnam at Medium settings, 1080p with no problems. This game struggles at low, 720p, as in like 30 frames and lower.
Does anyone else struggle? I have a r9 270x
