Deception will be the first viable scratch marks perk
Lets face it. Scratch mark perks have always been bad. Dance with Me needs tons of setup and other perks to be effective. You pretty much have to make your entire build around it. Lightweight, Poised and Distortion all hide scratch marks but they're super inconsistent, so its hard to have control over whether they come into play or not.
Deception is different. You can run it as a stand alone perk and make cool plays. All you need to is press space bar while running by a locker to lose scratch marks. You don't even go in the locker its basically just a perk that uses lockers as the button to turn off scratches. A lot of loops and buildings have lockers tucked into them so you'll be able to work it in without going out of your way most of the time.
Deception fixes all the issues with the perks before it. It doesn't need combo perks, it's easy to use and it can be activated on demand when you want it. Will it be overpowered? I doubt it but it's probably the first stealth chase perk since the game's launch that is actually useful (I'd place it somewhere in between Iron Will and Quick and Quiet in usefulness).
