Bug with Huntress' Ivory Memento Mori (PS4)

I tried at two points in a match to use the Ivory Memento Mori on the same survivor. During the attempts, I have the option to kill. However, when I press R2, the kill bar did not fill or did not show as I hold the trigger. I did this in one match. I do not want to try again because I do not to waste another Ivory Memento Mori.
