Why Can't Pyramid Head see his cages?

I know it's been a while since Silent Hill happened, but this has been bugging me on a primal level.
So, during Pyramid Head's launch, his cages were kind of OP when they were close enough for him to camp.
In response, the Devs made two changes. The first was that any caged survivors that spent too long in PH's presence would be teleported elsewhere.
The problem is that they also made it so Pyramid Head cannot see the cages. In a game so reliant on information, I feel this is a major downturn that severely weakens the Killer. Especially when you consider that when you use cages, you're pretty much taking Torment away from two survivors, and you already have no choice on where these survivors go.
In all honesty, it feels like the cons of cages severely outweight the positives.

He can't see the cages so he doesn't use knowledge of the location to try and catch people headed to them.
Cages have the bonus is very quickly sending someone to the gulag without any of the normal BS involved with getting to a hook. It has its purposes and does them very well. None of those purposes involves needing to know where the cage is. If you are caging people when you don't know where anyone else is, just don't. Use a hook instead. Save the cage for when you want to "battle hook" someone and get them out of the way so you can immediately jump into another chase with someone you just saw.

It makes it slightly harder for him to rapidly tunnel people out of the game.

Being able to tunnel cages was outrageously strong. I would hook someone, they get saved, cage them, and then go to the cage and they were dead in under a minute. Sometimes they would literally have DS up from the first hook as I was going to put them on death hook.
His cages are amazing too. If you don't plan on camping the hook there's little reason to not use the cages. Tormenting people is relatively trivial if you are using duration add-ons, which you should be. It's easy to have a yellow duration add-on at all times.
I love using infectious on him. You get a down, cage them, and are off to the next chase seamlessly. And then you don't have to worry about getting DS'd if you find them again quickly.

Honestly, i barely ever use the cages. I'd rather keep them in torment & be able to mori them instead of the death hook. Those precious seconds at the end of games are valuable.
I only do when I'm worried about DS. Or I've got multiple down & one's gonna get saved before I get the other.
While you can't see them, it's pretty easy to know where they are. Just head to the part of the map that's furthest from you and you almost always see scratch marks on the way.
Not seeing them has never bothered me.

It doesn't really matter if you can memorize where they are in the map. Just play him often and keep track of where you are in the map when you cage someone. They are unable to be seen because it used to be very easy for him to tunnel someone out of the game.

With cages there is no bt, ds, deliverance and exhaustion perks don't reset

Because some very naughty PH players went over to the cages straightaway to either hook the caged survivors instantly without fear of DS or block them to prevent any rescues. Most experienced PH players rarely use them anyway.

as said by some his tunnel game was insane, i actually went into a few games and i could kill a survivor by tunneling quick AF i think my best was under two minutes since i used insidious and pre tormented my victims.
you tormented target, proxy camped or in my case insidious camped, they get saved you send them to cage go after cage and often they are already saved and you just down and hook them. literally killed i think 2 or 3 survivors in under 2 minutes this way.
