What Type of Spaghetti Code Does BHVR write in order for this to happen?
Not only did this person not get to play the game or contribute to a team or earn bloodpoints, but we had to wait until they were in such a position that I was able to down them. Then, just so we could both leave the game, we had to wait further for them to bleed out. This is not acceptable.

Thatβs a pretty serious bug/glitch happening there. You can report that in the bug report section with more info so the devs can try to search better for the origin. EG give Info in what situation it happened, what map it was (you can see the seed when going in the pause menu I think) etc

so they fix Victor getting stuck in the ground, but sent Feng in instead.
but thats assuming they actually fixed Victor. We'll see, since they "fixed" lots of stuff that didnt get fixed.
