if all SWF runs petrified Oak and bring tool boxes to sabatoge 4 additional hooks at the same time .that's should allow 
survivors to freely do Gens and totally ignore the killer because you'll wiggle free

    Then the Killer can slug 'em all and let them bleed out.
    There's also the fact that hooks destroyed by sabotage respawn after three minutes. But I understand the concern - there may be no hooks close enough to put a Survivor on if at least two were destroyed by sacrifice, because hooks destroyed by sacrifice don't respawn.
