Honestly, its just Frenzy looking bugged. Once you spend a couple games getting used to it, Legion is the same Killer as ever. The Lunge range isn't decreased its just the perspective you're looking at it from now makes things look slightly closer than they actually are.

Even from a survivor perspective legion was moving slow.

All I know is that I catch up to Survivors fine even when they're running away from me and still get 4ks at rank 1 on Legion. So I highly doubt the actual speed is bugged much. It's just weird visuals
