should the exit gate switch be fully pulled down to start the progression?

The most common thing survivors do at the end game is to 99.9% the exit gate progression to avoid blood warden or other things when in a bad situation or because they want to save their team without losing the end game time, but one thing i've always found annoying about this is that you can open the gate without pulling down the switch all the way down, logically the switch is still up so it shouldn't start opening it, this would nerf the survivors a bit but would punish those who use this strategy, 99 the door will be way more dangerous this way and give more chances to the killers to get maybe 1 survivor that way.
