I hardly come across them on the bloodweb anymore. And normally during these x2 events the offerings are flooded with them each match, yet I've only seen one used all weekend.

Yes, it's rare. You get 1 to 4 upto level 50, starting from level 1. Escape cakes and survivor puddings are more common.
