My friend has some levels and DLC on Xbox. He recently got a PC and instead of using Steam to play he launches the game using the Xbox Console Companion App. Is there a way for him to sync his progress?

As far as I know there is no Cross Progression between PC and Xbox yet, using Steam or not.

Unfortunately PC ( via Microsoft Store or any Xbox app ) and Xbox console version are considered two different versions by the microsoft store with two different save and account so he can't sync/transfert his progress.
Only version that can sync are Steam, Stadia and, later, Switch.
