New chapter idea - Convicted and Condemned
So I've seen a few posts over the years about a prison chapter and wanted to give my take on it. I'll be updating this as I think of stuff to add but I wanted to get some thoughts on it before I get too deep.
New chapter: Convicted and Condemned
to be based roughly in 1900-1920
New map: Disturbed Penitentiary
This map could be based on any prison, but I do think there should be an area called The Yard where the prisoners work, like 1900s style, a nice chunk of outdoor area in a mainly indoor map. Something like Midwich but bigger and not a square.
New Killer: The Warden

Base movement speed - 4.4m/s
Terror Radius - 26m
Tall
Power: Ball and Chain - A projectile that causes the hindered status effect permanently or until the Ball and Chain has been removed.
- Start the match with 2 Ball and Chains, can be restocked at lockers
- Hold the power button to charge throw
- Survivors with a Ball and Chain are extra noisy, chains make.. Chain sounds
- Survivors can only have the Ball and Chain removed from them by other survivors (20 second Remove Chain action)
- Survivors in the dying state crawl 50% slower when they have a Ball and Chain
Special ability: Chain Gang When two survivors with Ball and Chain are within 4 meters of each other, Chain Gang activates.
- The Ball and Chains merge into a single chain and can no longer be removed by other survivors. The chains become breakable with resistance from objects or survivors (Like Deathslingers chain but way more resistant)
- Chains are still extra noisy
- The Survivors cannot separate more than 4 meters from each other
- The Survivors cannot vault obstacles or throw pallets
- A survivor being put into the dying state by the killer will remove Chain Gang
Special ability: Detain
While standing over a dying survivor, press the active ability button to Detain survivors by handcuffing them.
- Detaining survivors will remove Ball and Chain if it was active
- Detained survivors bleed out 50% slower
- Detained survivors cannot crawl
- Detained survivors recover 50% slower
- Before being healed by others, handcuffs must be removed
- The detained survivor can struggle like a trapper trap by using the alternate action instead of recovering
- When another survivor removes the handcuffs he/she will be faced with a moderately difficult skillcheck, failing the skillcheck will cause the detained survivor to scream

So the killer is a 4.4, but can throw a projectile that makes survivors near permanently 3.4 and can't fast vault, effectively making them the fastest basic killer in the game for landing a projectile and gaining the massive upside of windows become much weaker

No, no, the no vault part is from the Chain Gang effect. Which wears off when the chain breaks through collision or one of the 2 chain gang survivors goes down
If you mean the hindered status effect in general, I feel like the locker restock and only having 2 shots is the equalizer. I appreciate the feedback though

thats the hindered status effect in general, basekit hindered effects are 15% or 85% survivor speed and prevent fast vaulting
