Decisive Strike, what it is vs. what it should be.
What it currently is -
Using whatever is at hand, you stab at your aggressor in an ultimate attempt to escape.
After being unhooked or unhooking yourself, Decisive Strike will become active and usable for 40/50/60 seconds.
While Decisive Strike is active, when grabbed by the Killer, succeed a Skill Check
to automatically escape the Killer's grasp and stun them for 5 seconds.
What it should be -

After being unhooked or unhooking yourself, Decisive Strike will become active and usable for 40/50/60 seconds. In the event the killer, downs and hooks another survivor during this time period, Decisive Strike deactivates.
While Decisive Strike is active, when grabbed by the Killer, succeed a Skill Check
to automatically escape the Killer's grasp and stun them for 5 seconds.

- Is ran more as a perk to punish the killer, than to prevent tunneling.

- Prevents tunneling a Survivor fresh off a hook
Scenarios when DS is used against its intended purpose
- When a killer chases Survivor 1(using DS), hooks them. The killer commits to Survivor 2, downs and hooks. In the meantime, Survivor 1 is unhooked. The killer downs and gets punished for being too good.
- End game, the killer has had a bad match, still trying for the 1-2K however. The killer downs/hooks Survivor 1, Survivor 2 comes in for an aggressive save (knowing all teammates have DS) takes one hit in the unhooking process. Killer downs Survivor 2, hooks them. Now the other 3 are having a heal party, Survivor 1 comes back fully healed with DS still active, Unhooks Survivor 2, gets downed, the killer must now decide to leave them on the ground (they recover), or pick them up (take the DS) either way all is lost.
With that one sentence/change to the perk, the perk can still be used as anti-tunneling, however prevents the perk being abused for the 2 main scenarios a killer will face that punishes them. That is balanced, plain and simple.

Also maybe something about deactivating on repairing a gen or un-hooking someone else?
But this suggestion is better than the current DS

It should completely deactivate when you are fully healed or have repaired ‘x’ amount of a generator.

Not sure about fully healed, it would be too easy as a Killer to just proxy camp the area, wait for the heal, and then tunnel.

You’re better off eating the DS than proxy camping waiting for a full heal.

A perk shouldn't be the only thing between a fun game and being tunneled to death. Tunneling needs to be nerfed and then DS can be fixed much more easily.
