We have enough useless Perks.
We all know there are perks on both sides [Killer/survivor] That we as a community consider to be GOD TIER. Survivors have perks like [DS, BT, Iron will, Lithe] Killers have perks like [BBQ, Infectious Fright, Ruin, A Nurses Calling], The problem is there is so many perks that are flat out garbage. Tell me survivors, when was the last time you used perks like [Open handed, Diversion, Buckle up] Killers when was the last time you used [Mad grit, Overwhelming Presence, Mind Breaker] Most will say the latter is very few far between.
Now I'm not saying there isn't a time nor a place for these perks but when. Most matches you will use the more accepted "god tier" perks. So all that out of the way here is what i really want to say.
1) do we need 3 perks per survivor/killer
2) do we really need 4 perk slots (This would add more weight to what you bring into the match)
3) do we really need tiers for perks. Why not just have one flat out stat per perk. (easier to balance)
I know people are going to hate this post because of #2 but honestly I have seen people 4k with 2 perks. Even i have 4k with one perk, so its not like 4 perk slots are truly needed.

In my opinion, the devs should be making perk changes much more often. I want to see the meta change and frequent perk changes could make the game much more fun for me

I used Diversion last week and I use Mindbreaker on PH. I do remember last when I used them :p
Now if I'm going to stay on topic, I agree with the 3rd point, although the devs don't have plans on that as far as I'm aware.

I agree on not needing perk tiers. They have literally no reason to exist except to make the game grindier. It was okay when there was like only 20-ish perks per side, but now there's 80-ish perks per side it's completley absurd. Unless you are the type of person to only play like one or two characters and never touch any others, the amount of grinding you need to do just to keep all your characters kitted out is insane.
And as you said, having multiple tiers just makes more work for the devs anyways, as opposed to having just 1 tier.

I think a lot of perks need to be revisited to make them at least somewhat useful. There are some perks I find it hard to imagine killers or survivors choosing ever, such as monstrous shrine which is neat in concept but just doesn't do anything. Id love a chapter to focused primarily on tweaking a bunch of throwaway perks

For the record I just used Open-Handed last night.
And since it's getting a buff I'll be using it even more in the future.
Tons of people use The Pebble. Buckle Up though that perk is bonafide trash.
Most matches I never use the God Perks (except Iron Will and BBQ) I'm just non-conformist that way.
I also agree tiers for perks need to be removed.

BBQ is far from the God perk. The only godly thing about it is Bloodpoint bonus. I would rarely use this perk without bloodpoints
