For non-licensed it's Oni's chapter. He's the best looking killer design wise. His blood orbs for injured survivors always promotes healing which is nice.
For a licensed killer Pyramid Head is my favorite. I love silent hill so much and have been a huge fan of the franchise, imo no other license can top him for me.

Licensed? Stranger Things. It was super hype and its my favorite show.
Original? Probably Blight.

Good question. Sadly i never had a killer release, where i knew in the first match this will be my new main. And new survivor dont even need to try. I will always play Ace.
Maybe the plague chapter bc i like the perks.

Spark of Madness.
Both my favorite Killer and my favorite Survivor for a LONG time came out with it. And while I don't enjoy the gameplay of the map, aesthetically, it's pretty cool.

On a personal basis, the Halloween Chapter probably takes the cake.
Myers is generally considered one of the most fun killers to play as and against, and his Addons provide a lot of extra playstyles for him.
The chapter undeniably fell flat in terms of perk design and map design, but it's impossible to deny that Haddonfield, while a suburban map that's aged terribly, did provide an extremely unique experience other maps didn't and broke new ground for what DbD maps could be.
As for the Perks, PWYF and STBFL have actually aged very well. Obviously however, Decisive/OoO are some of the most reviled Perks in history and Dying Light before its rework encouraged unhealthy tunnelling.
However, Silent Hill is definitely a close second and probably overall better. It screws up a lot less in terms of perk/map design.

Honestly, probably Stranger Things or Silent Hill for me. I really loved both chapters on release, and the maps, aesthetic, and attention to detail on those maps feel really special. (I would also put Halloween up here, but since I wasn't around for that release, I feel like it would be unfair.)
For original chapters though, while it did kinda kill the game for a while, I do really like Legion's Chapter. His gameplay was flawed from the start, but I like their design and I liked even their original map.
