New killers just avoiding tinkerer perk now??

Since the Freddy update, the killers getting added don't seem to have tinkerer added to anything or if it has, not being labeled what addons are affected by the perk.
Did the devs just forget about this perk existing? Because i remember they wanted to work on this perk where it would give a bonus effect to just your power alone aswell as adding efficiency to your charge speeds....

IMO just take Tinkerer out of the game and replace it would something else. Only a few builds benefit from it and those are insta-hatchets and insta-chainsaws, both of which are super cheese that no one wants anyway (except the killers that use). Add in the fact that it doesn't work at all for half the killers and there is little point to keeping it.
