Would Surveillance be balanced if it was reverted to its bugged version?

A while back Surveillance was bugged in which the generator would stay white even when it regressed to 0%, rather than going red upon reaching 0% like it does now. If it was reverted, or buffed rather to remain white even when it reached 0%, would it be balanced?
