What is the best perk for new players?
Personally, I think the best perk for new survivors is Bond. Bond is very helpful especially for new players. One of the biggest annoyances with new survivors is when they run right to you while they’re being chased, but Bond solves that issue.

I'm ignoring how you would get these perks these are just good for newer players. going by this feng seems to be a good choice for new players since all her perks will help them out.

Eh, perks take so long to grind for that you're better off gunning for the meta than wasting dozens of hours working towards "beginner" perks you ultimately won't use.
By the time you finish levelling Bill, David, Meg, Laurie, etc. you'll have a much better grasp on the game.

just the information perks I would say, information is good to just get until you dont need it anymore, I think urban evasion or sprint burst etc would just make your reliant on those.
I would always start to just get to grips with the base game, how does running feel, how fast are you, how fast i the killer, what can you and can you not do, the information perks will help you find that knowledge quicker.

it makes gen sounds quieter and rank 20 plays aren't as detrimental

The best single perk for new players? Easily Windows of Opp. But the best starting survivor for new players is Jake for Iron Will & Calm Spirit early on; helping you stay stealthed while injured.

For solo survivor I'd say Kindred first with bond as a close second
