Can the plague down two survivors at once with a basic attack? (I have video proof)
I unhooked a survivor and both me and the survivor where downed at the same time from Plague's basic attack.

Assuming by 'basic attack' you're referring to swinging the weapon and not using their power.

I mean... in theory no. In practice, maybe the weird bug going on with unhooks right now overlaps your hitboxes so well that it counts the hit twice? This is DbD after all, weird bugs happen. Either that or it was her Corrupt Purge which can down both of you basically at the same time.

I watched the video you linked. That seems to be desync dissonance and is not intended.
Looks like the Trapper's weapon clipped both of their hitboxes at the same time, which is never meant to happen.

This has happened to me before. It's extremely rare but it happened to me when I was facing a hag. I was dead harding through a survivor that I just saved with borrowed time and I went down and the survivor took a BT hit with the same swing.
