Off the record, bugged?

Hello, this question is in regards to Zarina's Perk "Off the record" it's stated grunts if pain caused by injuries are reduced by 100%, however when I was recently unhooked my character was still groaning. Is this common or is the perk bugged?

Yes. Stridor counters Off The Record & Iron Will. Stridor increases grunts of pain by 50%.

That makes me think: would Iron Will + Off the Record counter Strider?

yes. No Mither and Iron will is enough to counter stridor (0% moan sound) but IW and OtR would def work (-50% moan sound)

For the 80 seconds Off The Record is active, yes.
