Fire Up Buff?

I kind of was brainstorming during my break at work, and I thought "Wouldn't Fire Up giving an additional 1% each time the killer is stunned or blinded throughout the match". This still fits the theme of the perk and would be a worthwhile buff. Thoughts? Might not be much of a buff, but its something.
