Using a flashlight on console seems impossible.
Getting flashlight saves or just blinding the killer in general on console seems impossible. The beam goes everywhere, it's hard to focus where you want to shine, and it's extremely hard to adjust the light.
Out of my two years of playing, I've only been able to get three successful flashlight saves and they were mainly accidents where I wasn't even trying. Plus it's hard to practice because when I even attempt to blind them, they get angry and tunnel me out of the game.

It's really not that tough. I play on ps4 and I can't count how many i've gotten. Yeah the devs do have a tendency to change flashlights every patch without mentioning anything, but it's not hard to get used to the changes.
Adjusting the light I will agree is much harder on console. Which is why you need to make sure and aim at the right spot from the beginning. I recommend going into a custom game to practice. That's how I learned.

Currently, if I play as killer, I've experienced at least one time when I was blinded, heard that blinding sound and everything suggests that I should drop the survivor I'm carrying, yet that doesn't happen. Seems a little buggy.

They were early with the blind. I get them on console, it's probably the most difficult single thing for a survivor to do, but you just need to know the timing

My advice for blinding killers on console is to have your camera in position before activating the flashlight.
If you watch csgo gameplay you notice the players keep their crosshair at head level at all times?
Try to do that with your dbd camera at killer blind level. Differs for different height killers naturally.
I play primarily PC but when I play on console sometimes took me a while to get a hang of the flashlights. I did the aformentioned.

It really isn't that difficult. The fact they kept changing flashlights over the past 9 months made it a little awkward but I've always adapted to it.
As long as your first blind attempt is on target then it's pretty easy to adjust if needs be. The flashlights are also extremely generous with how far away from the face you can get a blind.
If you want tips on how to get flashlight blinds you can watch this. It will show you the ideal distance you want to be away from the killer, when to start blinding and roughly where to aim. Bear in mind I'm drinking through this and talking to mates on discord so I may be speaking a lot of crap lol
