Why are killers expected to have skill but not survivors?

Maybe, if you're playing Nurse, Spirit, Blight, etc. But as most Killers outskilling the Survivors won't matter because you'll just get outperked, out-pallet camped, out-w keyed, and out-second chanced.

Is it a bad play for a killer to focus one good survivor? Yes very, but that doesnt change the fact survivor can waste a killers time by minutes. Survivors are stronger than killer. Say the team has 4 expert survivors vs 1 expert killer. Odds are the survivors win.
