Legion - He's pretty weak don't get me wrong and needs buffs, but I do think he's slightly better than people give him credit for.

Tough one to pick. Discordance is quite good and most people don't run it. It's still not that rare though. Not as many hidden killer perk gems as survivor, most on killer are actually pretty bad.
Most underrated survivor perk?
WGLF - Even ignoring the bloodpoints the speed you pick survivors up comes in handy in tons of my matches and essentially makes slugging non viable if nearly even 1 person is running it. So strong. More people should be running this.

Killer- wraith. With the right addons and perks he can be a major threat
Killer perk- spies from the shadows. Great information perk that few survivors notice. It's helpful finding stealthy survivors and continuing chases as well. Most survivors don't run perks to counter it either
Survivor perk- pebble. It's helped save my teammates a lot who are about to be found. I just kind of follow the killer to waste his time and pull him away from wrecking my team

Most underrated killer?
The clown. Sure not the strongest killer, but combined with some big brain plays the clown becomes quite powerful.
Most underrated killer perk?
Lightborn. This damn thing basically gives you free hits on idiots who just keep trying to blind you, also pickups are absolutely chill with it.
Most underrated survivor perk?
Fixated. Gives you just a little bit more to make some amazing plays and can waste the killer's time massively

Killer: Plague. She’s such a great killer with amazing potential that people sleep on.
Killer perk: Probably Make Your Choice? But I feel like people already know it’s good. It’s just not used often unless it’s a Hag.
Survivor perk: WGLF. It completely counters a slugging killer especially if they have Sloppy Butcher. There have been many times where the killer couldn’t keep up enough pressure with slugs due to WGLF.

Killer: Pig. It is absurd how underrated Pig is. Yes her stealth isn’t the best but it is a feature of hers that shouldn’t be underestimated. Slowdown potential is decent which is good considering gens could fly by. One more thing, let me just point out by saying that people that say her ambush is useless don’t understand how to use it. It can be situational but man it has gotten me many hits on loops that are normally safe.
Killer perk: Dark Devotion. This perk isn’t used often but I feel like it’s better than it gives credit for. It’s free stealth and can bamboozle survivors if the obsession goes near other survivors.
Survivor perk: Balanced Landing. Some people actually think this perk is trash. Not sure why because usually falling can be a death sentence because of the stun you get. Balanced Landing says nope to that.

I would say the hag is the most underrated killer, before freddy was buffed she had the highest kill rate but everyone seems to sleep on the hag and act as if she's not powerful.
Most underrated killer perk in my opinion is spies from the shadows due to how easily you can find survivors trying to stealth you
Most underrated survivor perk is probably between Kindred and Hope in my opinion

Underrated Killer: Billy. Leatherface is probably better now, but Billy's still very good. Even with the changes they made to him. He's just not quite as good.
Underrated Killer perk: Mad Grit. People overlook it, and you might not get value out of it. But when you do man does it feel good.
Underrated Survivor Perk: Botany Knowledge. Killer has Sloppy Butcher? No problem. You have a medkit? It lasts longer. Healing another survivor takes less time too.

IMO Anti loop is not the most important one. Map pressure is.
Deathslinger has one of the best anti loop, and yet he’s still mid tier because of incredibly low mobility.
Blight has poor anti loop in looping, but he’s considered high tier just because of his map pressure.
Its just my opinion.

Pig is underated imo. I always see her near the bottom of tear lists but I have *never* escaped against a pig and thought 'wow, that was easy' Toss in the fact that you can't leave the trial if you have a party hat on...
Trail of Torment is underrated imo. An on-demand undetectable status that can last a very long time and you can move anywhere you want with it.
Resilience. A flat 9% buff to everything. Often times having to stay injured isn't a big deal. If you have 1 or 0 hooks you're pretty safe, and if the killer has an insta-down power or perk then it doesn't matter that you're injured. Hit one or two great skill checks with resilience and and you can bang out a solo gen in no time.

Pig: She has a surprisingly high kill rate despite generally being viewed as one of the weaker killers by the community (not helped by nerfs she received when the EGC was introduced). She's mostly in the same realm as Demogorgon where she would be in a fantastic state with some light "fine-tuning" of her power and an overhaul to her underwhelming add-on complement.
Dark Devotion: Not underrated because it's good (in general it really isn't), but definitely underrated because it's hilarious. And since it's almost never used, most survivors don't expect it. Opens up a world of odd mindgames that can sometimes keep even experienced survivors off-balance.
Detective's Hunch: I still can't believe this didn't become more popular during the Ruin/Undying meta. It's a tad situational due to its activation requirement, but it's a very solid perk for finding interactables in the environment. It's even better when combo'd with a map (not that survivors usually bring those either).

Michael Myers: Some people massively underrate him. He has one of the biggest snowball potentials in the game, and a good Myers can wipe out a solid team.
Killer perk: Mmmm probably Make your Choice. In the right hands its lethal.
Survivor perk: Bond. The info this perk gives is invaluable. It can save lives, including your own.

Wraith is not among the weakest IMO, if you use double Windstorm. And after the buff he's quite good actually, probably among the best considered you can actually use his other add-ons.
