NOED, but from a rank 3 killer perspective
I play at rank 3 now, and only on my endgame builds do I run NOED. It provides one insta down, and if I'm playing against competent survivors, it'll get broken after I hook that person. That's why NOED, past rank 8, is not a good perk. I dont know why survivors complain about it as much as they do, it secures a 1k for bad killers. Would my fellow rank 10+ killer/survivor players be down to convert it to a non hex perk that only activates when there is two generators left, and grant's NOED's speed boost only (4%), to help patrol the last gens better. That way on 110% killers, they can have better pressure in the later stages of the game, without survivors complaining, and not rewarding bad gameplay.

Also, it is pretty funny to use on Deathslinger when people think they are safe at the exit gate.

From my experience NOED is very rarely used at red ranks. It's useful only to get a down in the endgame, rarely it's gamechanging.
I think the problem people have with the perk is that in lower ranks it rewards campers, which could be solved by making it so only survivors who have been hooked at least once get exposed.
