Yup. This game turned into a wiggle simulator.

You fix tunneling yourself by looping better or doing gens while your teammates is looping tunneling killer.
If you fail at that, no amount of dev changes will carry you.

There isn't anything to fix.
The devs have repeatedly said they consider it a valid tactic. The only ones who disagree are people who believe they should be able to put rules on how the other team plays.
