Why in gods name do I still get a DC penalty when this game crashes?

Because what is to stop people from forcing their game to crash instead of just leaving the game? You can't tell the difference.
If you don't leave games on a regular basis and experience a technical problem that makes you leave the game, by the time you resolve that technical problem, your penalty will be over and you can queue again.

I've always felt the queue penalty should only be put into effect if you actually press the disconnect/leave button
