you can only use the generic perks and ones belonging to that character
So no teachable perks on any survivor/killer other than the ones they are taught by. Generic perks still allowed.

edit: in terms of a survivor, probably Jake for Iron Will. Absolutely nothing beats my hatred for Spirit.

Ohhh that's going to be tough.
I'm addicted to Brutal Strength on my killers and am a Wraith main....I doubt if I'd change from playing him because I just love him too much but no Enduring or Brutal Strength would be tough and make me nervous!

You could still use the Shadow Dance addons on Wraith for faster pallet breaking and vault speed ☝️

That's true @OniWantsYourMacaroni but you know when you get used to running a perk it becomes so hard to play without it, even if it's psychological at this point with me and BS.
The same happened with me and Shadowborn, I got so addicted to running it and it took me a long while to get used to playing without it.

Survivor: Nancy. Im currently running Spine Chill, Kindred, Small Game and Inner Strength
Killer: Twins. Oppression is such a good perk on them. You can run Whispers, Sloppy Butcher, Oppression and another perk. Hoarder could be fun for info, but then I think Spies from the Shadows would be better since once you hear Charlotte, Victor can be deployed any second so you run.
I also like Doctor. Whispers (tier 2), Distressing, Sloppy Butcher and Overcharge is fun. Tier 2 Whispers (tier 3 is just 32m so tier 2 matches your bigger TR so you don't have to wait for Whispers do go off before you activate static blast) and Disatressing/Double Calm add ons hits a lot.

Not even a drastic change such as this one is capable of making me switch my mains (Claudette and Freddy), but I would need new builds. So, lets see:
As Claudette, I would run something along the lines of: Self-Care, Premonition, Empathy and Kindred.
Freddy is in a better spot because he is an extremely versatile killer. If we still had Old Freddy, I would go straight for an Endgame build. Since we unfortunately do not have him anymore, I would probably run something along the lines of: Sloppy Butcher, Bitter Murmur, Fire Up and Whispers.

Killer: Probably Freddy as he has the most at his disposal already. Build in slow-down via dream state. Can pressure gens and the map in general by teleporting.
Survivor: Jane Romero. Need my Head On stuns.

Pig - Surveillance, sloppy, whispers, Spies - current build - BBQ, STBL, Dying light, Sloppy. Extra trap and box for both.
Huntress - Bitter murmer, whispers, Lullaby, sloppy - current build - BBQ, Nurses, Disco, Corrupt
Freddy - LOL ######### prolly just go for the endgame build to piss you all off. Remember me, fire up, bloodwarden, noed with pallets so I hopefully don't kill anyone. Current build - BBQ, Disco, POP, Brutal yep your dead.

My killer choice would be easy

(Current Build: BBQ, Starstruck, Infectious, Shadowborn)
Survivor is much harder but personally I feel like Bill is the most versatile perk wise for most matches and actually helping teammates

Oh boy... um... well... This is intriguing. I'm going to go through all the Killers I play and see which ones I'm still willing to play.
Honestly I'd probably have to drop Legion if this happened. Yeah Discordance is good but what Legion really needs from their perks is either slowdown or more chase power and those don't exist in the base Killer set.
I'd actually probably play more Deathslinger. I already load him down with perks that can track other Survivors mid chase and play him as a sort of ranged Legion who has better chase. Between his perks and the base set, I can 100% still do that. Sloppy, Gearhead, Hex Retribution, Hex Thrill of the Hunt should be reasonably functional.
Pig? hah, no. Pig almost needs M&A for her stealth to function. I ain't playing her without it.
Myers... I honestly don't know. Probably not. My favorite way to play him has him stay in Tier 1 for way too long and that build doesn't really function without Surveillance and Nurse's.
Pyramid Head very much depends on how badly I'd miss I'm All Ears. Running him with Spies, Death Bound, Trail of Torment, and Sloppy Butcher sounds like it could work pretty well.
Trapper. No. I'm not going back to playing him without Corrupt.
Demo. I probably would still play Demo. Demo's kind of a jack of all trades so I'm not sure what I'd give him. Probably Surge every time cause it's a good perk and slowdown is in short supply in the base set.
I don't play them much now, but I might end up playing more Twins. I really really like Oppression and playing them is the only way to have it.

David may have the super-duper ultra meta perk known as No Mither, but if it's possible to take that off, I'll easily main him. Dead Hard because I suck at chases and WGLF for bloodpoints. Final build: David w/ Dead Hard, WGLF, Kindred, Resilience

This one was quite easy for me, it's gonna have to be Clown. I love almost everything about Clown, perks most importantly and his power. His perk, Bamboozle, synchronizes well with his power, and he also has access to one of the big meta perks, PGTW. Final Build: Clown w/ PGTW, Bamboozle, Coulrophobia, Sloppy Butcher (I was thinking Distressing but I considered how effective Sloppy would be with Coulrophobia, and it'd synchronize well with Clown being an M1-only killer.)

@QwQw As a fan of Evil Dead, I can appreciate that (and, in a way, isn't getting to be Ash a perk itself?)
As for me... My survivor would be Tapp (For Tenacity and Detective's Hunch), with a side Plunderer's Instinct and Kindred thrown in (a very close 2nd place is Jane for Head On... and overall style)
My Killer, after some consideration, because this one is a tough one for me...I'm honestly going have to say Trapper. Brutal Strength is the primary reason, but I like Agitation (and Unnerving can be good as well!), and I'd Fill out the rest of the kit with Whispers, Hex: Trhill of the Hunt, and maybe also Sloppy Butcher.

Nurse or hag: Nurse is good with 0 perks, and hag is amazing plus has devour and ruin

I'd still play Dwight, I love Prove Thyself and now I have an excuse to use Leader even though it's not optimal

killer main here, my choices are:
Plague - Infectious, Corrupt, Spies, and hex: Thrill(for BPs and as a Red Herring); addons: double increase infectivity
GF - Thrilling, Spies, Hex: Thrill, and Bitter Murmur; addons: double recharge
Wraith - I get 2-4k on Wraith with just Spies with no addons or offerings, map doesn't matter
If I have to play survivor, bill for Dead Hard and I'll loop for 4-5 gennies on most maps (depending on tile/pallet RNG)
(please don't make me play a Gennie Rat, Skill Check Simulator is boring)
also, if you want to depip, I recommend Wraith with Play with your Food and the addon that makes the bell sound like it's right behind the survivors. Just get your 3 stacks and then speed around the map at mach 7 playing the cowbell like you are auditioning for the Blue Oyster Cult!

That's literally how I play survivor since I don't like them being skins. Nea, Bill, and Cheryl have been my survivor mains over the years as a result.
Killer would be a lot harder to choose...might wind up becoming a Nurse main again since NC is one of my favorite perks. Dropped her due to the long-standing bugs and the charges, while not hurting her effectiveness, destroyed the fun factor in her for me, but I can't think of another killer I play where I like using their own perks on them.
