Universal Killer Perks should be unlocked from lvl 1
Players who want to actively play a new killer already have to spend tons of bp upgrading and it sucks to keep getting bad perks, at least have perks like sloppy or bitter murmur unlocked. I have all killer perks and have spent over 4 million bp trying to unlock sloppy for nurse and bitter murmur for huntress.
I know someone has made a post of how different survivor bloodweb is due to survivors simply being a "skin", you want more killers in the game at least make it easier to get perks we want.

I just got Oni last night and trying to get my ruin perk is awful. I saved up a TON of bp and it's not even appeared yet.

it is especially when you have all the perks in the game, out of topic but ruin on oni is kinda bad imo

I just need a gen control thing and don't really have enough other gen control perks^^ so ruin/tinkerer is probably the best I can do.
