This shirt is from the event "Scarlet Swarm". Is it available to everyone or will this shirt no longer exist?

And second question: What about Solo Cosmetics from the Rift? the first Rift was over a year ago and there are always not all items in the shop, for example the David shirt with "King" on it. Or Nea with blue hair and the cap. Are these items exclusive to the Rift?

    Nea's shirt was a long-in reward and probably won't be available for everyone.

    As for the rift cosmetics, why they aren't available in the store is beyond me.

    I really think the Solo cosmetics are only exclusive from the Rift. 
Do not think that they will be preserved any more. I mean it's mostly just different colors than the original and no new skins.
