Is being able to burn legion out of their power intentional or a glitch?
I've never had it happen to me while playing legion but I've blinded a few of them out of their power to give my team extra distance when they're running at us. I was always curious if it was intentional or just a simple glitch that never got patched.

Intentional and actually a benifit for Legion.
Let's just say to never try to blind a Legion at a pallet if you think they have their power

It can be a benefit or a detriment. I've blinded them while running at 3 healthy people on 1 generator and it allowed my team to make distance without giving him 3 free injures

It's intentional but also don't do that if you are already injured (which you should be because healing against Legion is a waste of time)
They don't get stunned or anything so blinding them out of Frenzy sometimes lets them down you really easily
Though most killers aren't good enough to hit you while blind

I thought it may have been unintentional aswell because lore-wise only killers like wraith and nurse are burnable (although I know it's an outdated mechanic, I was just confused for the sake of lore). But i guess since legion doesnt get stunned it's not the same.

It's actually very helpful to Legion. Some people use flash happy survivors as a tool for faster downs. As alluded to in this thread, there is also a Legion tech that requires a flashlight at a pallet.

I'm not sure if there is an exception, but killers can't use their power while blind. So when you blind Legion it prevents him from using Feral Frenzy which also removes him out of Feral Frenzy if he's already in it.

I've never done the pallet tech but I think it's somewhat situational and it's much more avoidable compared to other killer techs that are much more unfair (fatigue cancel as nurse, j flick as blight).

I believe its intentional, a lot of Killers are kicked out of their power (blinding a phasing Spirit makes her appear) or cant use it (Myers cant stalk) when blinded.

Legion tech is a more or less accepted thing by the devs. It's circumstantial and on the survivor for it to even be possible so it's not completely unfair. So, they've let it stay despite its notoriety.

There was a bug where if you blinded a legion the moment they swung at you while in frenzy you got insta downed. The pallet tech is still here as far as i know
It can't really be a detriment cause all you have to do is just look down like you would normally and all the flasher is doing then is making it easy for the Legion cause they are not making distance.
You will not blind a competent Legion out of their power unless they want it
