Blight's Fatigue Addons

I haven't had time to test this much so I'm just going to ask. After using his ability he gets a 2.5 second fatigue for ending his power and 3 second fatigue for getting a successful hit with it. I know the fatigue addons work on decreasing the first one, but do they also work on successful hits?

    I think they don't work on any attacks, missed or successful, they just decrease the Fatigue when letting the slam duration run out.
