Lag switching still possible?

I know people with high pings can jump around on the map sometimes, but I ask because of a match I had last night. Guy's name was lag-related, something like "u laggin now," and I only noticed lag when I was about to down him. I hit him, and he fell on the ground a couple times in a row, and then he would be up, and I would be appear pretty far away and have to catch up to him again. After the match, he taunted about lag switching. Is this just a kid with a bad connection trying to cause drama, or is lag switching still possible?
