Stillness Crows Don't Work

I was in a match on Midwich where the last two survivors were hiding in lockers in a map with over 30 lockers. At the end of the match one of them told me they was just changing the locker they were in. Neither of them were touching a gen.
It is very easy for a survivor to exit a locker then stealth to one you have already checked. Stillness crows need to account for when survivors have not made any scoring events.

The issue is more the fact that they don't really work until there is more then one of them. Plus with the slight sound Dsync with what's happening in front of you they don't help all the time. I find flying crows hard to spot honestly. I use my ears to track survivors and a lot of the time not even that works.
