How the hell do you play legion?
I literally can't down anyone and I rarely get 2 ######### hooks.
I can't down anyone with his power, what is this a joke?
He's so unbelievably bad.

While Legion is clearly one of the weaker Killers, they are easily able to win at Red Ranks. You can injure people fast and the rest is basically usual M1-Killer gameplay. If you struggle with that (and you do), you will not get many Hooks with Legion.
Would not be against a rework of their power to make them an actually strong Killer tho.
Regarding gameplay, it is practially just stab as many people as possible. Then end frenzy and go after the nearest Survivor. The important part is to know when to try to go for a Stab and when not, if someone is far away, you will most likely waste your time when you go after them, because your power will run out before reaching them.
Add On-wise, I usually run the yellow Pin (mangled) and a Duration Add On, works fine for me.
EDIT: A good advice is to let yourself get stunned at unsafe Pallets. The stun duration is shorter than the fatique.

Ya, his power is to injure, not down. Stop trying to use a stun gun to kill.

They aren't terrible just tedious to play. Well the running around stabbing everyone part is fun but essentially getting d-striked every time you finish using your power less so

I can't get down anyone while he is a normal M1 killer.
I get more downs with trickster

I can't get anyone with him just being an M1 killer either.
Other M1 killers have powers to get survivors through loops like pyramid head.

Use the power to mark everyone. By the time you get the 4th one, the first one healed from the power thing status but hasn't healed and you can down.
I never heal when playing against Legion, because it's pointless, and a lot of other don't either.
If they do, they are wasting precious time and not doing gens, so ruin or pop could be helpful.
I'm saying this as a survivor, so please don't rinse me if I just said a lot of crap.
It's what I've seen from my side.
P. S. I don't know how it's called, ut there is something that transfers the TR to the survivor you hit and a lot of survivors don't know that and run away from the gen.

A normal M1-Killer does not mean they dont have a weapon. Regular M1-Killer means that they are 115% Movement Speed, this is usually already enough to get hits in. And Legion basically only has to hit them once to down them, since the first Hit is basically guaranteed with the ability.
Also, his power can be a big time-waster, especially paired with Slowdown-Perks like Thanatophobia, Sloppy Butcher (on regular M1-Hits)/yellow Pin (on Frenzy Hits). This on top of Mending, which also wastes time.

Simple
step 1. Run SF and Enduring
step 2. Find people and hit them with frenzy
step 3. Run at them like a moron with no respect for pallets
step 4. Repeat

Legion is arguably the weakest killer in the game so you're going to have to have good chase fundamentals to do well.
His best add ons are duration and the iri button and good perks would be surge, devour hope, discordance, ruin and undying.
Just injure everyone and then chase normally really

Legions power is to strip away defences and isolate survivors with Feral Frenzy, then down them with good M1 skills. Perks like Ruin and Thanatapbobia synergise well with their power, as do perks that help in an M1 chase.

Use power to quickly injure survivor
Are there survivors really close by? If so, go stab them too. If not, cancel power and chase normally
Survivors are less likely to play cocky when injured (Even with dead hard) so bring Enduring to help deal with those pesky pallets
Also use his tracking to find survivors who are dead on hook/the weak links and focus them down
