Where actually are the gnomes, I feel like they don't exist
I have probably played over a hundred games since the Gnomes started spawning by the gates. I hear the chime, and the laugh, and I have never actually found the thing. Do they spawn in certain locations? I'm not even that bothered except the fact that a Noam Chomsky reference in DBD is just kind of an unexpected crossover.

They'll spawn in the most unusual of places or in spots where totems and chests spawn. Took me a day and a half to find the little b*stard but I eventually found him. Imo he's easier to find as killer. I used Wraith to zoom around the map invisible when EGC began and found him behind a log on the swamp map. I'd recommend taking this whole day to look for him because the event ends tomorrow.

The sound notification doesn't mean they spawn near the gates. I found only one gnome, when I was playing Killer. It was inside a jungle gym, close to a hook. I got it like five seconds before the end of the EGC—I even stopped to hunt Survivors to look for it. It seemed they were looking for it too and left at the very end.
As a Survivor, which is my main role, I never found any. I got the gnome at my first Killer game, but the hundred games I've done as Survivor? I never spotted a single gnome.
I don't know what role you played when you missed it, if it was Survivor, I'd suggest to switch to Killer to see if you find it more easily. I think the gnomes spawn anywhere, but a starting point: look objectives (hook, generator, totem), the gnomes might spawn near them!
Good luck!

Another user gave me an advice. Play as the Wraith since you only need to unlock it as a killer/survivor to get the charm and the Wraith now is the fastest killer without any hindrance and since as a killer you don't need to worry except for the time left, it's better to find it as a killer.

I over committed the other day in Gideon's and was too far from the gate, in the lower levels, looking for that rat bastard. He spawned like 10 feet from the hatch.
Lucky me.
