We need more perk buffs similar to dark devotion

So many killer perks aren’t worth running thanks to ridiculously long cooldown, surge, oppression, dragon’s grip, the list goes on. Simply removing or lowering the cooldown will make these perks so much more fun to use.

Yeah I was surprised too, now it’s one of my favorite perks to use lol
