I am in love Surge + PTGW
For the past few game, I have been using this on Killer who get's down using M1 and I haven't still had the Entity Displeased. This combo is the best combo regression to me and even better that Ruin + Undying and PGTW + Corrupt.
For Reference, some of my games:
Note: This combo are for Killers who primarily use M1s to down Survivors!
Camping or Defending a Three Gen is not required to win here, but most of this wins are because Early Gen pressure is weak for some of these killer that by two generators are remaining, the survivors are unknowingly Three/Four Genning themselves. This is where the fun begins.
If you're a decent at getting downs and hooking then this combo shines the brightest. If you down a survivor, any generator in a 32 radius lose 8% and will continue to regress. Survivor will be tempted to touch that Generator to stop it by regressing, If they touch it then you kick it with PGTW so it loses 33%. Sure you can say that they won't touch it so PGTW will be useless but most likely it's already a Three Gen by this point and someone is on hook or slug which makes doing Generators more important. I forgot to mention at this point resources are being used one after another creating a dead zones on youe three gen.
The best part is this combo is reliable af. Ruin + Undying can be gone in 40 secs into the trial. Corrupt + PGTW is unreliable in my experience as if you're a weak killer, survivors will just gen rush the ones that are not blocked and into two minutes into the trial, you will have 3 perks for the rest of the match.
I promise you whoever reads this that the survivors in the images above are all great survivors. It just that with this combo + dried up resources at late game + three gen made these guys lose to me.

I run similar build on Doctor. Corrupt + Surge + Whispers + BBQ.
I did like PGTW, but the time to go kick took away from chases.
Cool games though! Does NOED work with legions feral frenzy?

NoED does not work with Feral Frenzy, because Exposed from any source only works on basic attacks.

I love how Legion Feral Frenzy doesnt work with Noed because 130% speed instant down is so powerful.
While Spirit phasing out instant down with 176% speed is allowed. Same to Nurse blink.

I love Surge in general tbh
Not sure if I'd go as far as to call it underrated but the fact it works through Ruin is sweet.
Also the perk icon is cool.

If you have two perks slots, Ruin + Pop is the way to go.
If you have three, Ruin + Surge + Undying.

The fact that you're getting away with using Pop on slow AF m1 killers is rather telling. Surge? Absolutely. Pop? No, you're relying on survivors to screw up a fair bit and 3-gen themselves while you massively drag out the trial.

Is Pop not good on M1 killers? I use it all the time with corrupt because Ruin gets cleansed super fast lately

You're forced to choose between chasing survivors or kicking gens, so against a good, patient team it's honestly not worth it. Agression and passive slowdown perks are better on killers who lack mobility.
That's not to say it's a genuinely bad perk, it's just that in a normal trial agaisnt a good team you probably won't get more than one or two uses out of it.

Actually encountered some patient teams. If remember correctly the team against my Clown was one of them. (Image above)
They did like 3 Gens in three minutes so what I did was camp someone inside a 3 gen with 8 stack of STBFL.
I forced the survivors to choose to do the Generator or see their friend die. Knowing that they are in SWF, of course they'll save their friend but 8 stack did their work. Got 2 downs from camping and snowballed like crazy. Surge and Pop did wonders regressing the 3 gen by 33%.
I got 3 "Camping Killer" comments on my steam profile but got the 4K in the end.
TL;DR : If its a patient team, play dirty. Camp, slug or tunnel. In late game dead zones should be common so it should be easy.

How did PGTW give you any real value? You said yourself they could have finished the gen while you were camping the hook, and 25% (it is 25%, don't add Surge to that, it's its own perk and does its own thing completely seperately) is only about 10 seconds of work for 2 people. It takes you longer to go there, kick it and come back, and if it's close enough to the hook then you still get no value because you can camp the hook and the gen.
I'm gonna be honest, because I literally had this happen to me multiple times the other night while I was playing some Oni, what should have gone down is exactly what I said above plus the 4th survivor going for a save with BT the moment you leave the hook. Either way, no real Pop value.
Surge, on the other hand, makes snowballs that much sweeter. You're adding them together, but Surge is, by itself, 8% and counting because of the regression it applies. Pop is only 25% and you have to go out of your way to use it as a 4.4/4.6 killer.

That’s because unless Spirit or Nurse are using Infectious Fright, they’re not getting a moving, trackable notification of anybody else nearby they could also insta down.

Dark Devotion is just a great underrated perk in general. Causes massive confusion, and lead to lots of easy hits the survivors never expect.

Out of curiosity, which gen protection perks would you recommend on slow M1 killers?

Sloppy Butcher (I know it's healing slowdown, but that's extremely valuable as well), Surge, Corrupt Intervention, Ruin (even by itself), and lots and lots of slugging. If you down someone and there's someone else there, take the chase. My current Trapper build is actually Surge/Sloppy/Infectious Fright.

Corrupt is your best choice by far. It is completely passive and has a huge effect on matches. It makes up for bad spawns, lack of mobility, having to waste time setting up etc.
Surge is a good choice on M1 killers but unless it's a killer that can catch up or end chases quickly Surge isn't amazing. Many times survivors will run a mile away from the generator after getting hit the first time.
Ruin + Undying and Pop aren't very good for low mobility killers but they still are good choices if you are planning to dedicate yourself to a single half of the map. This works well on maps like Glenvale where you are better off completely ignoring the half with back to back to back loops.
Sloppy is an okay choice but it is more of a compliment than anything else. It is good at slowing the game down but it doesn't give you control over the generators unlike the other perks.

I enjoyed Ruin with Surge for a while. But the limitations of M1 only AND a cooldown ruined the perk for me. It's also crap on demo Sadge

They also have no hit cooldown, can vault pallets, and have killer instinct to locate everyone, meaning that they chain hits better than anyone in the game. Legion would be S tier if NOED worked on them.

Keep Corrupt and Pop. She doesn't have a better combo than that because ruin only works for high mobility killers. However, I don't think she needs anything other than Corrupt because she has built in slowdown.

OR for Sloppy Butcher, most Killers now have Mangled Add Ons just like my Leigon in the pic, just use those.

Ruin/Undying, actually. Pigs traps are a very effective deterrent from doing totems or gens, so if you have a good early game then you're effectively passively forcing people off of gens. Surge is a good one if you don't want to use two perk slots, or even Ruin/Surge (Surge hits regressing gens as well as non-regressing gens).
