Nemesis has the virus altering his body to be super strong... So, while Nemesis would overpower his opponent, he'd be disqualified afterwards for using performance enhancing substances.

If we wanna go more in depth, his strength feats outside of The Entity's realm exceed Oni's. If we are only talking inside the realm, still Nemesis since all of his animations show more strength than Oni. If we aren't considering in-game animations and only lore from inside the realm, there is no clear winner since we don't have enough to go off of.

Nemesis. If you notice his breaking animations he needs just one bare handed hit to destroy pallets, gens and breakable walls, while Oni, as strong as he is, still needs two hits when not using his kanabo. So I would say Nemesis is phisically stronger that Oni.

In terms of pure strength it'd go like this
Oni < Nemesis
Pure demonic (in burst) > Oni Nemesis
Pure Demonic Oni (through the whole duration) < Nemesis
If Oni is able to manually control his power in bursts, no person can keep up with their strength. Nemesis however is always constantly strong.
