Jill's Blast Mine is better at Tier 1; if I skip Tiers 2 & 3, can I still learn the Teachable Perk?
Hello everyone. As mentioned in the title , Jill's Blast Mine is much better at level 1, and I was wondering if I skip tiers 2+3 of it on Jill if it will still appear as a Teachable Perk at the corresponding level.

The reasoning behind why it is better can be seen in the video I'll link below, but if you don't have time to watch it, it's like this:

You're on gen 1, and the killer comes along to chase you off of it. You plant your Blast Mine in it, and run off to lose the killer.
You're now working at gen 2, and the killer didn't kick gen 1. You'll want to be able to plant a new Blast Mine in gen 2 right away, but let's say the 45 second timer from tier 3 isn't over yet and you can't (as opposed yo the 35 second timer of tier 1).
Now you've got to run off, and he pops the much higher % gen #2.

No, all you have to do is level her up to level 30, 35 or 40 I don't know which of those levels it unlocks to other survivors, so yes, you can skip tier 2 and 3
Edit: it unlocks at level 35
