what happens when you buy a dlc while already owning one of the characters for that dlc?

If that Character has some Cosmetics which are exclusive to buying the DLC, you will get those. Or, if you are talking about the Silent Hill-DLC (for example) you will get the Charm.
But other than that, nothing. You wont pay a lower price or anything.

you will pau a full price and get the other 2 missig characters plus dlc umbrella charm
edit: of course in case of the newes dlc in the rest you will just get missing contend and dlc's shirts for those characters

Nothing. You just get second character.
Some DLC have little bonus items like charms or outfit recolors. Some older DLC have unique set of clothes for survivor.

If you have one of the Characters, you will get those which are missing and you will get the Resident Evil-Charm.

Nothing happens. You can purchase both (or all 3, in this case) characters through the in-game store, but the DLC (at full price), and have essentially payed double for the DLC.
