Has dc penalty been disabled? Also, hook bombing increase.

I have been trying to get some survivor challenges done today, played about 16 games so far, and in every match at least one has dc'd first down and in some matches two or more. Every single game.

Also what the heck is going on with all the hook bombing? Someone asked me on ps5 why I didn't unhook them. They were on their first hook, 10 seconds up, then dc'd. I then got a message that went similar to this.

Him - why didn't you unhook me

Me - because someone was looping right next to you and got downed. I was waiting for the killer to pick him up and walk away.

Him - I had ds obviously

Me - how was I supposed to know?

Him - because most people run ds.

Me - not as many sine the nerf.

Him - 3% less after the nerf. Still 63% run it, you should have known.

Me - so he would have downed you off hook, hooked the already downed survivor. You ds him, he tunnels you and hooks you again.

How was I supposed to know as a solo queue survivor what his perks were? Why are they trying to force me to become a part of the hook bombers. I wanted a safe hook rescue not a 'I'm farming you for points' unhook. I remember when hook bombing was frowned upon but it seems to have become a normal part of the game now.
