Resurgence is a decent perk, actually.
Jill has been my main survivor for the past week, and I've been using her perks a fair bit. I've come to realize that Resurgence is actually pretty good.
Getting off the hook with 50% healing already done is great. It's practically like giving whoever rescued you the perk We'll Make It. It's also faster than Botany Knowledge, or makes a Self-Care the speed of a regular heal, if you're into that perk.
But my favorite part is that it makes the lowly brown medkit able to heal you twice, once you get off the hook. I haven't been able to combo Resurgence with Solidarity yet, but it sounds like a satisfying combo, even if there's more efficient things.

Yep it’s one of those perks that is fine on its own. But it get overshadowed by the Meta, and especially against Camping/Tunneling it’s a completely wasted perk.

I really wish Solidarity was a higher percentage, like 50/75/100%. But now with resurgence, at least it's possible to have 2 people become healthy in the exact same second, which is satisfying.

Resurgence ended up being my favorite of Jill's perks. Haven't even ran it with Solidarity; it's just really pleasant getting a We'll Make It on every hook rescue (and if the rescuer actually does have We'll Make It, heals go nyoom.) It's enabled me to pull off heals in killer-is-coming-back situations. It also more or less doubles your medkits unless you're really good at escaping chases.
It's not game-changing enough to be meta, but it feels nice to run it. And its icon is really funny.

Yeah I like it, and it’s great with Solidarity.
If an injured survivor unhooks me and I heal them, then it’s 2 full heals in just 16 seconds.

I like the idea of it, but it could use another effect tbqh. 50% heal is great.. until you realize that a BT hit will negate that 50%. Or just going down if the killer tunnels you straight off the hook. It can be useful in situations, but I'm not sure its worth a perk slot as a two-time use perk.

It makes perks like Self Care and Solidarity actually worth running. I can't believe that Self Care actually had a good reason to be run at high ranks again lol

I just don't see how Resurgence isn't a worse version of pre-existing Perks.
It's a Solidarity that activates twice per match in high-traffic areas. It's a Second Wind that doesn't finish the job. It's a self-inflicted We'll Make It that also doesn't finish the job.
I genuinely see no use for Resurgence. Claudette self caring in the corner is a better self-healer than a Resurgence user.

I like most Perks from this Chapter.
Nemesis Erruption is decent, Hysteris has a decent effect and the cooldown is the duration the same time and Lethal Pursuer is a small effect but can make your early game count if you chase the right Survivor. 2 days ago I had 2 people spawn behind me at the suffocation pit almost inside my TR, I wouldn't haved checked there otherwise.
Jill's Blastmine is Flashbang's worse brother in my opinion. It's quite incomsistent but okayish, Resurgence is just a buff to you, it's good and Counterforce is also good if you don't overcommit to totems. But the extra cleanse speed is definitely helpful.
Leon's Flashbang... dude I've never had a favourite Perk like that but I love that Perk. It's fair and it's fun, nothing op but it will stay in my builds for a long time. Rookie Spirit helps quite a lot and I like to know which gens are regressing. Also gives an info of where the Killer is. Bite the Bullet is his weakest Perk but it has it's uses, it's just not my style.
Most Perks are really good, not overtuned and not underwhelming. Pretty good and balanced they nailed the Perks this time.

I agree. Except I do find Lethal Pursuer a bit on the obnoxious side. Having the killer on you straight away never feels good.

My favourite perk of the chapter is rookie spirit if a killer is using ruin is basically the survivor version of ruin and surveillance

I understand where you're coming from, but I think you may be exaggerating a bit, it definitely has some uses.
Yes, you only get it twice, but it saves a lot of time. It's fairly accepted that bringing a medkit is usually preferable to selfcare because of the amount of times you'll realistically need to heal in 1 match. With resurgence, even a single brown medkit can give you 2 heals. Yes, We'll Make It is just as fast, but with resurgence, you get that speed without needing your teammate to actually have the perk.
And you're implying Second Wind is also a perk worth running. I think that Botany Knowledge with a medkit is what gives the perk a run for its money. Or maybe Inner Strength. But if one doesn't want to spend too many points on items/addons, Resurgence is probably preferable.

If Resurgence is worth running, then Second Wind, a Perk that does the exact same thing but better, is 100% worth running.

It is a very good Perk. I found it pairs well with Lucky Break too. If you do go down, the hook stops the Lucky Break timer, and when you are unhooked you are already half healed. Chances are you can get the rest healed quickly and still get some more use out of the Perk.

Second Wind has extra requirements though. You have to manage to heal at least one, possibly more teammates before you get thrown on the hook. Then get another heal or two between your first and second perk. Sure when it works, Second Wind is more powerful, but Resurgence is much more dependable.
