Would you rather have:

New Perks

Buffing Older Perks

Combining Perks together (Or separating perks to be individual perks)

Or Nerfing stronger perks

Any thoughts?

All of the above, but I'd go with buffing or reworking older perks. There's a lot of potential in the weak perks that can be realized with a bit of tinkering, even if they aren't the absolute best in the end.

Side note: Combining perks is also a good option, but only for specific perks. I personally believe Buckle Up should be added onto Empathy's effect, and then give Buckle Up a whole new effect.

They could probably do with buffing some of the older perks, buff some obsession perks ( Dying Light could use a touch up again, but not the 1st version of it where it encouraged tunneling the obsession) A lot of perks could use a reduced cooldown, like oppression for instance.

Buffing older perks above all else. I'd rather get more enjoyment value out of the content we already have rather than further burying it under more shiny new stuff (a lot of which also gets buried later on by future content).
