So far my experience with the event has only been Hackers and Survivors who desync so they can't be hooked or picked up running No Mither.
What a mess.

That happened to me few months ago and I am no hacker. I played on ps4.

The bill came to me since the begin of the match clicking his flashlight, when I attempted to hit him every time my hits were getting "validated" and not actually downing him but he kept teleporting backwards.
Later on they spammed vaults in shack, downed and tried to pick up quentin but I got stuck in the carrying state while he was floating and able to move and heal himself.
That's only when bill would let me down him but ofc I was unable to do anything further on, forcing me to DC.
I doubt that happened to you.

Actually I was in similar situation. When Freddy downed me and picked me up I was floating like that guy. I could only pick items, move and not much else. In his vicinity. I think he lost the ability to move after a while.
Few days ago I had a float glitch where you float after someone unhooks you. Killer was able to down me tho. I thought that bug was fixed long time ago and I was surprised when I saw it.
Edit: I will find the thread I made that day (Freddy one) because I was kinda concerned about getting banned. I had a video on ps4 but deleted it later because nothing happened.
Edit 2: Here it is is. Wish I still had the video.
So at the time, I thought killer could be a hacker.
