He's not supposed to be RE5 Chris, he's meant to be RE1 Chris.
Seeing as Capcom hasn't remade RE1 in the RE engine, BHVR had to take liberties with their depiction of Chris. He looks pretty good in game.

Thats because RE5 Chris design is more know and liked than the old one, RE7 proved that when they tried to change it back and people hated it, some didnt even believed it was him.
Thats why they went with his Post RE5 appearance.
Same goes to RE4 Leon, his design is based off the remake but with the clothes and hairstyle of RE4
Claire is the one that needs fixing, Chris is fine.
