Why isn't the PTB used more for testing things?

Think about all the suggestions that the community comes up with to improve the game, quite often they are very small things too. Things that could easily be tested out using the PTB to see what works and what doesn't.

I just feel like BHVR could be utilising the PTB much more and it would help a lot with showing that they are in touch with their community.
