The future of Community Events
Is the Halloween Event a view of things to come?
Every so often, there are clothing items released to the store (whether there is an event or not).
So when there is an event... to celebrate, they release items to the store. Only now, to make it feel different from any other DLC added to the store, you can earn a few pieces during the event.
Without exclusive item events, what incentive to those of us who do buy cosmetics have? Is milking puss-sacks the appealing part?
Even if there were 2 or 3 items that are only available during the event, that would make all the difference, and make it worth while. Without an exclusive event item, there is no reason for people who can afford to buy them, to care about this event. Other than what I assume are relatively small BP boosts.

Well people who would want to buy the skin. Doesn't matter if it is exclusive or not. A skin is a skin

They could have the event exactly how it is now. All they would need to do is add one or two event exclusive cosmetics (earnable or buyable) to add much more rewarding depth.
