Does Victor have any effect on Survivors when he's on their back?
I recently got back into playin the Twins after getting their crown.
Im wondering if Victor actually does something to a Survivor after jumping on them or is he just a backpack? So many players just run around with him like he isn't even there.
If he does nothing, there should be some ki d of status effect added.

He’s a stall mechanic and tracking tool. And it works extremely well.

i honeslty think he should give them a little boiled over effect so kidnapping has its downsides

Victor inflicts the Incapacitated, Oblivious and Broken status effect on survivors he's riding. Additionally, he reveals any other survivors that are near him.
Incapacitated: You can't repair gens, sabotage hooks, cleanse totems, use items or do any interactions with other survivors.
Oblivious: You can't hear the Killer's Terror Radius or use perks that depend on the killer's terror radius work.
Broken: You can't heal.

Kidnapping Victor is not really a problem. Yes, the Survivor will not go down, be slowed down or anything, but they are basically useless as long as Victor is on their Back.
Obviously this means that Charlotte is an M1-Killer without ability for that time, however, you basically chase two Survivors at once, since the one guy with Victor on the back cannot progress the game in any way.

It's a huge problem, actually. It completely destroys The Twins. It's not that big of an issue now that Behavior added a way for Charlotte to recall Victor, but on release when that wasn't a thing The Twins sucked.

It already has a downside. They’re idiotically leaving the other survivors to do gens and be harassed by Charlotte. It’s basically like if they suicided on the hook.

I respectfully disagree.
I did a huge Twins post explaining why.
Sure, you’re going M1 for a period, but play your cards right and, just like non cleansing against Plague, they eventually realise the massive mistake they’ve made and return Victor to you.

Even on Release it was a dumb decision to kidnap Victor. Without Victor, Charlotte is still a 4,6m/s Killer which can M1 - so you can still chase people and in fact, you are chasing two Survivors at once. The game is slowed down a lot if someone decides to kidnap Victor, because this person cannot do anything.
