    I would hope so but I don't actually know if it functions like that currently.

    It should. Atleast that's how the perk works. If there is an empty item on the ground or if some survivor drops an empty medkit, you should be able to pick it up and replenish 50% of charges. I don't have the perk though so not 100% sure
