How to fix the twins for BOTH sides.
While the Twins are actually kinda fun to plas as, it can be extremely unfun for survivors to play as her because of her Slugging potential, which is needed with her.
The problem with her is, that you can down survivors extremly fast but most of the time these survivors are pretty far away from charlotte then, making it useless to go over there to hook them since it could waste much more time.
Thats where my suggestion could help both sides.
Make it so, once a survivor is downed, you can put Victor on them who will them hold them hostaged and try to kill them.
This will count as a normal hook with the same duration. Other survivors will have to kick Victor to free the survivor instead of unhooking them.
This will help BOTH sides, since this can cause way less slugging while also helping to killer to get some ,,hooks" without walking around the whole map.
While a survivor is getting holded by Victor, Charlotte cant use him of course until someone freed the survivor or he died.
What would you think about this change?

This is what would happen: she would still slug the first survivor or however many she wanted, then put the special Victor hook on another down. Then send Charlotte to either hook any of the slugs, or chase a get another survivor. The moment they crush Victor, she gets him back in 6 seconds and rinse'n'repeat.
This doesn't solve slugging, it simply gives the Twins less downtime because Charlotte has the option of hooking without having to move.
Do you realize that would be a tiny bit on the side of completely broken?

She wouldnt slug if they werent sticking together.
Just split up.
Also this was an idea, of course you could change things like a extra cooldown when he get smashed while holding a survivor.

still a cool idea, but just to make it not totally abusable
- this action does not count towards a hook
- the survivor can still recover at a slower rate, but can only reach 90%
- you could possibly let it proc bt, but not ds (wouldnt make sense for ds) - experimental type thing
- unbreakable/soul guard is still usable, vic dies when used.
- wouldn't trigger add ons when surv kick an idle vic.
just a suggestion for this thing, just to add some dynamic in it, any numbers it should have i'll leave to the experts

That's exactly when she would slug, because there would be nobody to crush Victor when he's locked in a 5-second cooldown. More value in having a slug and pressuring other survivors. That's why the buddy system is the counter to the Twins.
I understand it's just an idea. What I think it needs more than that to fulfill its goal.
